It was a long time ago, but wasn't the Church committee castrating the CIA inreaction to the Nixon administration using the intelligence agency to investigate Vietnam protestors like John Kerry and Jane Fonda. The bureacratic over reaction to prior overzealousness was the erection of a Chinese Wall which blinded us and allowed Al Queda to sneak past our defenses.
